Promo Details
To qualify for the earn rate, cardholders must first register for the promo with the PayLah! app. It be found in the Rewards tab under More Promotions:

The promo is applicable for both the Visa and American Express versions of DBS Altitude. Bonus miles will be given in the form of DBS Points:

The minimum spend of S$1,000 needs to be in foreign transactions and both in-store and online purchases would count. Also, the maximum spend of S$2,000 is on a per card basis. This means that if you have both the Visa and American Express versions of the card, you can earn 5 miles per dollar on up to S$4,000 of spend (assuming you hit the minimum spend requirement on each card).
Paying 3.25% fee for 5 miles per dollar is a great deal
DBS credit cards charge 3.25% for foreign currency transactions. Generally, paying 3.25% for 4 miles per dollar is an okay thing to do; each mile is essentially bought at 0.81 cents.
Getting 5 miles per dollar for the same 3.25% fee is hence a very good deal indeed. I value miles at around 1.25 to 1.5 cents each, so 5 miles per dollar is equivalent can be said to be at least 6.25% of rebate which is well in excess of the 3.25% fee.
