As this article is based on my understanding of the promo mechanics, please see the terms and conditions for full details.

Citi Prestige is the best card to use
Citi Prestige continues to be the best card to use for Citi PayAll promos. While every eligible card will get 1.75 miles per dollar, Citi Prestige will award a Relationship Bonus according to how long you have been a Citibank customer:
| Tenure with Citibank Singapore Limited | 0-5 years | 6-10 years | >10 years |
| With Citigold/Citigold Private Client relationship | +0.06 mpd | +0.08 mpd | +0.12 mpd |
| Without Citigold/Citigold Private Client relationship | +0.02 mpd | +0.04 mpd | +0.06 mpd |
For example, for someone who has been a Citi customer for 8 years and does not have a Citigold relationship, there is an additional 0.04 miles . These miles are awarded at the card anniversary. The earn rate from this promo is hence 1.79 miles per dollar.
Also, Citi PayAll spend counts towards the S$12,000 minimum spend required per quarter to unlock 2 free airport transfers.

1.49 cents per mile – good deal?
Since the fee for Citi PayAll is 2.6%, we can take 2.6¢ ÷ 1.75 miles to arrive at a 1.49 cents per mile valuation. Whether this is a good deal really depends on how much value you can derive from each mile you get. The valuation of miles can be a lengthy discussion and you check out a video I’ve done on this a couple of years ago. An update is in order so stay subscribed for that.
Another way to determine whether this promo is a good deal would be to compare it to similar services and their promos. I’ve written a guide on ipaymy and CardUp and it’s possible to get miles from 1.10 to 1.47 cents each depending on the card and promo code used.
My personal evaluation of this promo
Personally, I’m probably going to take advantage of this promo. My Citi Prestige has the most number of miles on any single card I own, and it’s due to frequent usage of Citi PayAll promos.
Firstly, being a Citi customer for more than 10 years, I have a relationship bonus of 0.06 miles per dollar. Secondly, I value the airport transfers at around S$20 to $30 each because that is what cab rides to and fro the airport would cost me.
For S$12,000 transacted through Citi PayAll, I would pay S$312 in fees. The airport transfers should knock off about S$50 (S$25 × 2 rides) off that, making my effective fee S$262.
The miles I earn under this promo will be 21,000 miles (1.75 mpd × S$12,000) and I will get a further 720 miles under my Relationship Bonus.
Effectively, my cost per mile is 1.21 cents which isn’t terrible. I personally value my miles at between 1.25 cents to 1.5 cents each, so this promo isn’t bad.
However, it is worth noting that I can use my Citi Prestige with services like CardUp and ipaymy and still get the above benefits. If I am able to use promo codes that lower my mile-buying cost to under 1.49 on Cardup/ipaymy, those services would be a better option.
Not all miles are equal
A business class return flight to Japan costs 104,000 miles on Singapore Airlines. If you’re buying miles at 1.49 cents, this return flight would cost around S$1,549 before taxes. At 1.21 cents, it’s around S$1,258. Calculating the cost of flights this way is yet another method to determine whether you should buy miles under this promo.
Don’t forget also that not every mile or bank point is made the same. Citi points/miles can be transferred to a wide variety of airlines. By transferring to an airline like EVA Air, you can redeem the same business class flight – on Singapore Airlines – with just 80,000 miles. So even if you buy each mile at 1.49 cents, this flight is now S$1,192 before taxes. Stay subscribed for more updates on looking beyond Singapore Airlines KrisFlyer for more value.
Running low, but still value to be found
While Citibank has been steadily rolling back on the generosity of Citi PayAll promos, I personally still feel that there is still value to be found here. Citi points and miles are one of the most valuable form of bank points one can get, and even at 1.49 cents per mile can still make sense provided one can use them efficiently.
