My personal barometer is to buy miles at below 1.25 cents each as far as possible. CardUp’s promo hence makes sense for cards that earn at least 1.4 miles per dollar each.
Given that many miles cards require you to redeem in blocks of 10,000 miles, buying some miles above 1.25 cents each isn’t too bad an idea if you are short a few miles.

Cashback arbitrage
With a relatively low fee, you also get the chance to earn the difference between some card’s cashback rate and the 1.7% fee charged.
