If your Amex card was issued by a bank, you still qualify as a new cardholder. For example, if you have a UOB Amex Card or DBS Amex Card, you still count as a new customer to Amex as long as you do not have a Basic Amex Card.

As long as you can find a place that accepts American Express and you make your spending, you will get your cashback provided you are not topping up your Grab wallet or splitting the purchase into instalments with Amex.
This means that things like paying for your road tax, insurance policies, school fees and healthcare costs would work.
