Citi PayAll Promo: Buy Miles From 1.3 Cents Each, Get S$80 GrabGifts Voucher, Plus Clock Spend Requirements
Tax season is upon us again, and Citi has just announced a new promo for Citi PayAll. Income tax isn’t the only thing on the agenda, though tax payment does earn better rewards with the current promo. This time, the mile-buying cost can be as low as 1.3 cents per mile, but there are some caveats to take note of.

Promotional Earn Rates
To qualify for an increased earn rate, a minimum of S$5,000 of non-tax payment has to be transacted on a single card. Non-tax payment basically refers to any category Citi PayAll supports aside from tax payments. The payment must be set up latest by 31st July 2024.
On top of higher earn rates, the first 2,000 qualifying customers will also get S$80 of GrabGifts Voucher with a minimum S$8,000 of payments on a single card.
Remember to consolidate your payments on a single card. Only the card with the most amount of Citi PayAll transactions will qualify for higher earn rates.

The following cards qualify:
- Citi Ultima
- Citi Prestige
- Citi Rewards
- Citi PremierMiles
Assuming the non-tax payments reach S$5,000 on a single card, these cards will all earn the same promotional rate once the bonus points are credited 16 weeks later. This means that Citi Rewards will get the least points upfront, and more bonus points later.
For a S$10,000 non-tax payment, Citi Rewards will receive its usual 10,000 points (4,000 miles) first, followed by 30,000 bonus points (12,000 miles) later. Citi Prestige will receive 32,500 points (13,000 miles) first, followed by 7,500 points (3,000 miles) later. In both cases, the total miles is 16,000, though Citi Prestige users will get more miles upfront.

Citi PayAll fee has increased to 2.6%
Unfortunately, Citibank has also increased the service fee of Citi PayAll to 2.6%, making the mile acquisition cost higher than past promos.
For tax payments, 2.6% fee for 2 miles per dollar translates into 1.3 cents per mile cost. For non-tax payments, the cost is 1.63 cents per mile.
Tax payments make more sense
While 1.63 cents per mile is a bit on the pricey side, 1.3 miles per dollar for tax payments is still an okay price to pay for miles. However, one must make at least S$5,000 in non-tax payments in order to unlock the higher earn rate for both tax and non-tax payments.
This means that you have to buy at least 8,000 miles at 1.63 cents by making non-tax payments. It might just make sense if you have enough tax payments to even out the cost to make the cost closer to 1.3 cents each.

Are non-tax payments worth it?
1.63 cents may be on the higher side, but it isn’t the worst if you value business class flights. For 104,000 KrisFlyer miles and about S$100 of tax, you can take a return flight to Tokyo on Singapore Airlines’ Business Class. If each mile is bought at 1.63 cents, this journey would cost about S$1,795. If this sounds okay/affordable/great to you, then 1.63 cents per mile is an okay/affordable/great price to buy miles at. Citi Prestige users will find an added reason to participate, given that spending S$12,000 within a calendar quarter gets cardholders 2 free trips to/fro the airport. Fee-paying Citi PayAll transactions count towards this requirement, making it easy to meet.
Lastly, those who are applying for Citibank cards and can’t find much retail spend to clock their spend requirement will find Citi PayAll a great way to pay all kinds of bills without having to buy more stuff they don’t need. The service fee is a small amount to pay compared to the sign-up gifts, and you also get the miles that come along with the transactions.
S$80 GrabGifts voucher tilts the value proposition
If you reach S$8,000 of non-tax payments on a single card and are one of the first 2,000 to do so, you get S$80 GrabGifts voucher. That makes this deal a lot more attractive.
At S$8,000, your service fee is S$208 and you will get 12,800 miles which gets us the 1.63 cent per mile cost. If we take the S$80 voucher, value it at about S$60 since it is not cash, and offset the service fee, it’s S$148 for 12,800 miles or a pretty decent 1.16 cents per mile cost.
2,000 is a relatively large number so I would say that there is a very good chance to get the voucher if you complete your transaction these few days. Sooner is better than later, obviously, so do your math and setup your payment as soon as possible if this deal makes sense for you.
Alternate tax promo
CardUp is having an ongoing tax payment promo that sees fees as low as 1.75% for Visa cards, and 1.99% for Mastercard. That may make more sense depending on your spend amount and card of choice.
For Visa cards, CardUp’s lower 1.75% fee makes it a much better choice. Even a 1.3 miles per dollar card will find the cost per mile around 1.34 cents or so.
Not the best Citi PayAll deal, but still somewhat okay
Citi PayAll promos have been steadily declining in attractiveness over time, and this has been the least generous it’s been. Nonetheless, it’s useful to buy miles for discounted business class flights, or if you are just short of some points to make your redemption.
